Revenue Sources
Virginia’s budget contains 2 types of funds for collecting revenues: the General and Nongeneral Funds. Nongeneral Fund revenue represents about two-thirds of Virginia’s total budget. These revenues are dedicated for specific purposes and cannot be easily redirected. General Fund revenues, consisting of primarily personal income, sales, and corporate tax collections, can be easily used by the House Appropriations Committee to fund public policy priorities.

Parts of Virginia’s Budget
Part 1 of the budget contains authority for spending related to state government operations. The budget is organized by branch of government with the Executive Branch further organized by Secretariat and state agency.
Part 2 of the budget contains all Capital Outlay actions, which includes authority for maintenance and renovation activities for state owned buildings and new building construction.
Part 3 of the budget contains miscellaneous actions that are not attached to a specific agency. It includes transfers from general to nongeneral funds, working capital and lines of credit, adjustments
to tax collections and adjustments and modifications to fees.
Part 4 of the budget is referred to as the General Provisions, and it contains the “fine print,” or the rules governing the Administration’s implementation of the appropriations adopted by the General
Assembly.
