Budget Process
  1. Governor's Proposal

    The Governor introduces the budget bill in December.
  2. Public Hearings

    Hearings are held by members of the House Appropriations Committee and Senate Finance and Appropriations Committee across the state to gather input on the Governor's proposal.
  3. Member Amendments

    At the beginning of the legislative session, General Assembly members submit ideas for inclusion on the state budget.
  4. Committee Review

    Subcommittees consider 1,000+ amendments and adopt recommendations for inclusion into the budget submitted to the House Appropriations Committee for review.
  5. Floor Action

    The House Appropriations Committee’s adopted amendments become a single packet distributed to members 2 days prior to the budget debate on the floor.
  6. Conference

    Members of House and Senate meet to resolve differences between the House and Senate versions of the state budget.
  7. Final Approval

    The compromise budget goes to the Governor for signature and possible amendments or vetoes.
