David A. Reynolds
David is a legislative fiscal analyst for the Committee and has been
in this position since 2015. He is currently responsible for
providing staff support for the Natural Resources Subcommittee and
the Public Safety Subcommittee on budget issues concerning public
safety, law enforcement, corrections, the judiciary, constitutional
officers, veterans and defense affairs, natural resources,
agriculture and forestry.
Prior to joining the Appropriations Committee staff, David worked
for the Joint Legislative Audit and Review Commission (JLARC) from
2008 to 2015, eventually serving as a project leader for a study
addressing the efficiency of four-year public higher education in
Virginia. David holds a Master's Degree in Public Policy from the
College of William and Mary, and a Bachelor's degree in Political
Science and Philosophy from Western Michigan University.
