Eugene J. 'Skip" Maupai, III

Skip is a legislative fiscal analyst for the Committee and has been in this position since June 2016. He is responsible for providing staff support on matters associated with commerce & trade, economic development, natural resources, business regulation, housing, and technology, including state utilization of information technology and partnerships utilizing research & development incentive funds for commercialization of new technologies. Skip’s primary subcommittee focus is that of the Subcommittee for Commerce, Agriculture, Natural Resources & Technology.  

Prior to joining the Appropriations Committee team, Skip served as an Assistant Secretary for policy and legislation for the Commonwealth’s first Secretary of Technology, and as Legislative Aide to United States Senator Arlen Specter on matters of technology, terrorism, DOJ, FBI, including appropriations issues, as well as grants and federal contracts. Skip holds a Master’s Degree in Military History from Norwich University, and a Bachelor’s Degree in History and Political Science from Clemson University. He also served as an adjunct history professor for Virginia’s Community College system, having taught courses in Western Civilization, U.S. History and U.S. Civil War & Reconstruction.
